Every serious paddle brand hits the same question: "Do you have a USAP certificate?" The honest answer is that certification is filed under your brand name, not the factory's. Here is exactly how it works — who does what, what you ship, what gets tested, and how long it takes.

The biggest misunderstanding

USAP approves paddles. It does not "certify factories."

Many buyers ask suppliers for "their USAP certificate." But approval is model-specific and brand-specific: it is filed under the brand name that applies. A factory cannot hand you a certificate for your paddle — only USAP can, and only after your application.

What the factory can do: build the paddle to meet USAP requirements, run the same tests in-house, and hand you test data, samples and documentation. What only you can do: open the application in your brand's name.

Think of the factory as the engine and your brand as the registration. The approval lives on the USAP Approved Paddle List under your model name — that is the asset you build, own and keep when you switch manufacturers.

The process, step by step

From design freeze to the Approved Paddle List

Six steps. The factory covers steps 1–2, you run steps 3–6. Total time from sample order to approval is typically 6–10 weeks.

Freeze the design & mark the model Factory

Lock the construction, face material, core, thickness and graphics. USAP requires the brand name, model name and the "USA Pickleball Approved" mark on the paddle. Different core or face materials need unique model names — one approval covers one build.

Factory pre-testing on production samples Factory

Before anything is shipped to the US, a competent factory runs the same five tests in-house on your exact build: size limits, surface roughness, coefficient of friction, gloss, and deflection. This is where design mistakes are caught for cents, not for a failed submission.

Register & apply on usapickleball.org Brand

Create a manufacturer account (one-time registration), submit the equipment form for each model, and pay the testing fee. After payment, USAP emails the exact shipping instructions.

Ship 7 samples per model Brand

Send production-spec paddles to the addresses in the instructions — 1 paddle to each of 3 board members, 3 paddles to the testing lab, 3 to the compliance lab. One of them ships without grip and butt cap. Samples are not returned, win or lose.

Testing & review USAP

The labs run the five tests. Typical turnaround is 4–6 weeks from receipt. If a paddle fails, USAP tells you exactly which spec it missed; you fix and resubmit (a new fee applies).

Approval — you're on the list Brand

Your model appears on the USAP Approved Paddle List and can be used in sanctioned play. Keep production identical to the approved sample — USAP spot-checks market samples, and drift can cost you the approval.

Current USAP instructions split the submission across three steps. Every paddle must be final production spec — same materials, same construction, final graphics — because that is exactly what gets tested and compared against later.

The five checks every model must pass

These are the USAP equipment-standard limits (Section 2.E of the Equipment Standards Manual). A factory that knows these numbers in-house is a factory that gets you approved on the first submission.

Weight and thickness are unrestricted. Banned features include non-skid coatings, rubber or sandpaper-like surfaces, moving or detachable parts, springy/compressible materials (e.g. EVA-only cores), and any electronic or mechanical assistance. USAP periodically updates limits — always verify against the current manual.

FAQ

Questions brands ask us about USAP

"Do you have a USAP certificate?" — why can't the factory give me one?
Because approval is issued per model and per brand name. USAP approves your paddle model under your brand, not "a factory." What the factory can give you is a compliance package: pre-test data proving the design passes USAP limits, plus production-spec samples ready to ship. That is what makes your submission pass the first time.
How many samples do I actually send?
Currently 7 paddles per model, split across 5 addresses: 1 to each of 3 board members, 3 to the testing lab, 3 to the compliance lab. One of the lab paddles ships without grip and butt cap. Samples are never returned — keep 2 spares as backup. Always follow the shipping instructions in your submission email, as addresses change.
Can one approval cover multiple colors or graphics?
Generally yes — the same model, material and thickness with different colors is one approval. A different core, face material or construction is a different model and needs its own submission. This is why we recommend limiting your first certification round to 1–2 core builds.
What happens if my paddle fails?
USAP tells you the exact spec that failed. You correct the design, order revised samples and resubmit — a new testing fee applies. Most failures are preventable: grip texture exceeding friction limits, face finish too rough, or power (PBCoR) over the cap. Our pre-testing exists to catch exactly these before you pay.
Can I switch factories after approval?
Yes — the approval belongs to your brand, not to any factory. The new factory must build to the same specs and maintain the same QC; USAP may re-verify market samples. Since your approval stays with you, switching manufacturers is a production change, not a re-certification from zero.
Is USAP the same as UPA (PPA Tour / MLP) certification?
No. USAP is the national governing body — its approval is what lets a paddle into sanctioned competitive play. UPA runs a separate certification for pro-level events on the PPA Tour and Major League Pickleball. Most brands certify with USAP first; check your target tournaments' equipment lists for both.
